Representative Ritchie Torres introduced the Power To The Players Act to mandate that the Federal Trade Commission create regulations ensuring consumers own games they purchase. Torres highlighted NBA 2K25 as a specific instance of the issue, noting that 2K plans to remove the title from storefronts by the end of this month.
The developer will also deactivate its servers for the game on 31 December 2026. “A game that can be taken away the moment a company pulls the plug is not a purchase. It is a rental disguised as a sale,” Rep. Torres said.
Sony has previously stated its intention to stop offering physical game discs by 2028. In Pennsylvania, State Senator John Kane introduced the Protect Our Games Act to address similar concerns.
That bill would require companies to offer an offline mode, a server-independent online mode, or a refund of at least 25 percent when a game is discontinued.
