Federal Minister for Parliamentary Affairs Tariq Fazal Chaudhry stated that the agenda of a meeting between Prime Minister Shehbaz Sharif and the opposition leader was more important than its venue. Prime Minister Shehbaz Sharif expressed readiness to meet Opposition Leader in the National Assembly Mahmood Khan Achakzai.

Tehreek Tahaffuz Aiyeen-e-Pakistan (TTAP) proposed the Constitution Room in Parliament as a potential site for the discussion. TTAP spokesperson Akhunzada Hussain said, "If the prime minister comes to the opposition chamber, we will take him to the Constitution Room."

Chaudhry claimed that four drafts had been finalised during previous talks. Negotiations between the federal government and opposition collapsed in the early hours of October 4.

The discussions involved four rounds of talks concerning counterterrorism cooperation in Khyber Pakhtunkhwa and access to incarcerated PTI founder Imran Khan. President Asif Ali Zardari proclaimed emergency and governor's rule in Khyber Pakhtunkhwa on October 11 under Articles 232 and 234 of the Constitution.

Parliament endorsed the presidential proclamations during a joint sitting on October 15. Shehbaz Sharif visited Peshawar to chair a meeting of the federal apex committee to review the security situation in Khyber Pakhtunkhwa.
