The Trump administration is launching a $25 million bounty program for members of the public to report fraud in the United States. This Fraud Whistleblower Incentive Program (WHIP) provides a pool of $25 million to reward those who flag illegal activities.
WHIP places a particular emphasis on fraud in hospice, home healthcare, daycares, and special services. Public members who flag fraud are eligible to receive up to $30,000 if a submitted tip leads to a conviction or significant federal action.
Donald Trump stated, "If you turn somebody in and … you find $1 billion, we are giving a commission to that person of 1 percent." The president added, "And if it’s $10 billion, $200 billion, $400 billion, we’re giving a 1 percent commission to that person."
Nick Shirley received $10,000 from the Trump administration. Shirley published a viral video in December 2025 alleging fraud at daycares in Minnesota.
Federal immigration agents descended on the Minneapolis area following these allegations. The administration froze Minnesota’s federal funding for childcare as a result.
Subsequent state official visits to the centers Shirley featured found them operating “as expected.”
