Engineer Amir Muqam met with Noriko Takagi in Islamabad on 21 October to discuss humanitarian concerns and issues regarding Afghan refugees. The secretary and additional secretary of the Ministry of Kashmir Affairs, Gilgit-Baltistan and SAFRON, along with the Chief Commissioner Afghan Refugees and representatives from the UNHCR, attended the session.

Muqam congratulated Takagi on her new responsibilities and noted that Pakistan remains committed to national laws and policies while considering humanitarian factors. Takagi acknowledged the long-standing hospitality Pakistan has shown to Afghan refugees, warning that vulnerable people could face serious risks if returned to their country of origin.

Muqam stated that cases involving credible threats to life and safety require careful attention and should be assessed by relevant authorities in line with Pakistan’s laws, policies, procedures and international obligations. The official suggested that a more structured mechanism could be explored to review sensitive cases within the existing legal and policy framework.

Takagi affirmed that the UNHCR is willing to continue working with the Pakistani government to address protection concerns, noting the agency has provided cooperation and support for Pakistan over the past 40 years. Both sides agreed on the importance of continued engagement and coordination to address refugee-related issues.
