Lahore residents must construct protective walls at least 3.5 feet high on their rooftops by 31 December 2026 to prepare for the Basant celebrations scheduled for 12–14 March 2027. Property owners are required to repair stairways, parapets, and roofs at designated locations before the end of 2026.

The deputy commissioner of Lahore will conduct inspections of older structures and ban kite flying at any property that fails to meet safety standards. Authorities will prohibit kite flying on buildings deemed unsafe and may seal properties that violate these instructions or existing laws.

Owners must also ensure that nearby electricity wires are protected before the festival begins. Officials plan to monitor the sale, transportation, and manufacture of strings and kites while maintaining a ban on kite flying outside the three approved dates.

The Punjab Home Department stated that violators could face a fine of Rs. 2 million and up to 5 years in prison. Members of the public can report illegal or unsafe activities by calling the emergency helpline 15.
