The Independent Regulator (IFR) possesses the absolute authority to compel the owners of Manchester City to sell the club. Manchester City was found guilty of more than 100 charges involving violations of Premier League financial regulations.
An independent commission determined the club committed these offences during the period between 2009 and 2018. Sheikh Mansour bin Zayed al-Nahyan owns the club and serves as the vice-president and deputy prime minister of the United Arab Emirates.
The takeover of Manchester City took place in 2008. David Kogan stated, "We have the power to ask an owner to step away from a club if we believe that they run a club in a way that is neither fit, fair or done with propriety."
Kogan confirmed, "No. We’ve got absolute power to do so." Kogan said he would resign if any political interference occurs in any investigation the IFR conducts into City.
Andy Burnham served as the mayor of Greater Manchester from 2017 until June 2026. Burnham published a record of all his dealings with the hierarchy of the club.
