The Establishment Division has introduced mandatory requirements for civil servants returning from local studies, foreign scholarships, or deputations, focusing on degree verification and watertight financial surety tracking. Officers must provide a certified copy of their academic transcript or degree certificate when submitting their joining report after completing study leave.

Failure to produce these documents without a verifiable reason will result in the official classification of the officer as absent from duty. If a foreign university delays the issuance of a degree, the individual must provide institutional documentation confirming good academic standing and a justifiable reason for the delay.

A centralised statement of liability protocol has been instituted for every officer who executes a surety bond. The T-Wing is now required to provide the Executive Wing (E-Wing) with comprehensive financial breakdowns immediately.

These liability statements must include the precise cost of training, scholarships, and all recoverable emoluments. The document also specifies the mandatory length of active service the officer must provide to the state upon their return.

Specific thresholds for breaching the surety bond, such as unapproved resignation or abandonment of service, are outlined alongside the precise monetary penalties recoverable from the individual. Authorities will use the liability statement as a core component of the officer's personal file for any administrative decisions regarding career terms.

Applying for an extension of sanctioned leave or deputation does not justify a continued absence from duty. Officers are required to report on the completion of their approved period even if they have pending applications for extensions.

Missing a joining report may lead to an officer being treated as absent without authorisation, with the matter referred to senior officers for direction.
