A Russian ballistic missile struck a residential building and the Darnytska CHP-4 power plant in Kyiv. One person died and 13 others sustained injuries during the strike on the apartment block, with four individuals remaining in serious condition.
Volodymyr Zelensky stated that Ukraine received no early warning from partners regarding the ballistic missile launches. The Ukrainian president said, "Ukraine supported an energy ceasefire. Russia is targeting yet another power plant and the lives of our people."
Zelensky added, "This is absolutely unjust: when they are destroying our energy infrastructure, and Ukraine is not even receiving early warnings about ballistic missile launches." He urged the international community to speak out, saying, "It is important that the world does not stay silent about this. And it is important that the United States really see what is happening and who is responsible for this war continuing."
Donald Trump claimed Russia and Ukraine agreed to an energy ceasefire on 11 October. Trump said, "We are helping them and we are sharing intel," while adding, "We want the war to end. So we're working with them and with Russia on getting the war to end."
The former US president also remarked, "Ukraine hit many sites the day before," and suggested "it's time for Ukraine to get a new president." Zelensky noted on 11 October that a 60-day ceasefire would enable Ukraine to conduct presidential elections.
Sergey Lavrov stated on 11 October that Ukraine does not deserve the respite a ceasefire would provide. Kyiv faced missile strikes on two consecutive nights, including Tuesday night, with Zelensky reporting six energy sites hit since Trump announced the ceasefire.
The Darnytska CHP-4 plant supplies electricity and heating to parts of the Darnytskyi and Dniprovskyi districts. This facility suffered severe damage from a Russian missile attack in February 2026, which left more than 1,000 residential buildings without hot water and heating.
That February strike also deprived 47 schools, 72 kindergartens, and 18 medical institutions of heating and hot water.
