Pakistan’s Directorate General of Customs Valuation Karachi established new customs values for three types of imported firearms under Valuation Ruling No. 2121/2026. The directorate fixed the customs value of a Norinco CF98 pistol, caliber 9mm, at $140 per piece.
Another CF98 pistol of the same caliber was valued at $134 per piece. A Norinco CQ A5 rifle, caliber .223 Rem, received a set customs value of $205 per piece.
These revised figures apply to imports from all origins and supersede the values from a 17 May 2023 ruling and a 23 September 2024 addendum. The reassessment began after stakeholders requested a review of existing customs values.
Officials initiated proceedings under Section 25D of the Customs Act, 1969, to amend the previous valuations. Order in Revision No. 14/2026, dated 25 May 2026, instructed the directorate to perform a fresh valuation exercise for arms and ammunition.
The directorate determined the values through a market inquiry under Section 25(7) of the Customs Act, 1969. Authorities found the transaction value method under Section 25(1) inapplicable because the information required under Section 25(2) was unavailable.
The identical goods method under Section 25(5) and the similar goods method under Section 25(6) were also deemed unsuitable for this exercise.
