Prime Minister Shehbaz Sharif has established a high-level ministerial committee to oversee reforms in the power sector. Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal will lead the group.
The membership includes Rana Sanaullah Khan, Sardar Awais Ahmad Khan Leghari, Dr Musaddak Malik, Ahad Khan Cheema, Shaza Fatima Khawaja, Attaullah Tarar, Muhammad Ali, Bilal Azhar Kayani, Lt Gen Muhammad Zafar Iqbal (Retd), and Talha Barki. Additional members consist of the Secretary Finance, Chairman NADRA, Secretary Power, the Head of the Government Relations Unit at the Prime Minister’s Office, a nominated energy expert from the Government Relations Unit, and Dr Sohail Anwar Ch.
The committee must deliver its recommendations by 18 December 2026. Proposed changes are scheduled to begin on 1 January 2027.
Officials are considering modifications to the current regime, which provides relief to consumers using up to 200 units per month. Pakistan's total subsidy bill is currently estimated at Rs1.091 trillion.
For the 2026-27 fiscal year, the power-sector subsidy allocation is set at Rs830 billion. These reforms are necessary to meet Pakistan’s obligations under programmes with the International Monetary Fund and the World Bank.
The framework for identifying beneficiaries and executing the proposed changes remains to be finalised.
