The federal government has instructed ministries and divisions to gather data on the foreign citizenship, travel documents, and marriages to foreign nationals of bureaucrats. This data collection follows the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026.

An office memorandum issued on 21 October 2026 mandates that all civil servants must file a declaration within 90 days of the rules being notified in the official Gazette. Officials must state the nationality status of themselves and their dependents, along with any foreign travel documents held or marriages to foreign citizens.

Providing false declarations may result in a penalty under Rule 3(4). Failure to submit the required declaration or providing inaccurate information is classified as misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020.

The Establishment Division requested all ministries and divisions to submit consolidated information regarding officers under their administrative control. This information gathering excludes the Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Secretariat Group (SG), and Office Management Group (OMG).

The requested records must include the name, designation, and basic pay scale of each officer, whether they have submitted the declaration, and the foreign nationality or travel document status of the officer and their dependents.
