Pakistan will participate in the COP31 summit in Türkiye to engage with international climate initiatives. Amir Khan Goraya, the Chief Executive Officer of the National Disaster Risk Management Fund (NDRMF), will provide technical expertise to various forums and panels during the event.

The NDRMF intends to use its relationships with the United Nations, international financial institutions, and Türkiye to obtain climate funding. Goraya stated that Pakistan has been “punching above its weight” on the international stage.

The organisation focuses on risk financing, resilience, and preparedness before disasters occur. Goraya said, "We see spending on resilience as an investment and not as a cost."

Data from national, provincial, and district authorities form the basis of the NDRMF's operations. The fund also incorporates information gathered by accredited civil society organisations to complement official government records.

Previous support for the NDRMF has come from the World Bank, the Asian Development Bank, France, Norway, and the United Kingdom. Goraya noted that shrinking grants represent a long-anticipated global trend.

Goraya said, "Our success will be if we become the financing intermediary between the funding sources, implementers and the most vulnerable populations."
