Balochistan currently holds 3.5 percent of the total share of senior federal officers across Pakistan. The province manages only one federal secretary despite having 38 government divisions.

In 1973, the federal services quota for Balochistan was established at 4.5 percent. Former Prime Minister Imran Khan raised this quota to 6 percent in 2020.

A total of 31,235 employees with Balochistan domiciles occupy federal government positions ranging from grades 1 to 16. These individuals represent 5.2 percent of the total workforce within those specific grade levels.

The province has 1,287 officers in grades 17 to 22, which accounts for approximately 3.5 percent of the overall total. The Senate Standing Committee on Devolution expressed concerns regarding how the federal government implements constitutional rules for provincial representation and natural resource ownership.

Article 172(3) of the Constitution mandates that federal and provincial governments share joint and equal ownership of mineral oil and natural gas in the province where they are found. The Senate committee requested that provincial quotas be strictly enforced during promotions to senior federal positions.
