PAMA urges government to suspend used vehicle import rules changes

PAMA asked the government to suspend the new rules governing the commercial import of used vehicles. The association raised concerns regarding an Engineering Development Board (EDB) notification that was issued on 30 September 2026.
These revised rules effectively relax safeguards that were established under a prior notification issued in September 2025. Specifically, the new notification eliminates the minimum capital requirement for importing companies and removes the mandate for adequate after-sales service.
Furthermore, the notification shifts the duties for both pre-shipment and post-shipment inspection from the EDB to the Pakistan Standards and Quality Control Authority (PSQCA). Data shows that commercial imports of used vehicles increased from 48 units in May 2026 to 843 units in June.
By July, the volume of commercial used vehicle imports reached 1,938 units.
