China proposes export controls on 12 solar equipment technologies
China's ministry of commerce proposed adding 12 photovoltaic technologies to the country's export-control list on Friday, 16 October 2026. The proposal targets technologies used to manufacture thin wafers, perovskite, and tandem solar cells, alongside large-scale fluidized-bed polysilicon production.
Advanced solar cell manufacturing technologies, such as TOPCon, HJT, and XBC, will face restrictions rather than a total export ban. Exporters are required to register specific overseas technology transfers until the official export-control catalogue receives a formal update.
Public consultation regarding these new measures will remain open until 15 November 2026. Reuters reports that China has already limited the export of solar-manufacturing technology to India.
Initial discussions between Chinese officials and manufacturers regarding potential curbs on advanced solar-panel manufacturing technologies took place in April 2026. Solar technologies are increasingly being used in sensitive areas like aerospace and national defence.
